Maintenance of heating, air-conditioning and ventilation systems

Summary

The tender covers maintenance and repair of heating, air-conditioning, ventilation and air-treatment systems in municipal buildings in Aix-les-Bains. The work includes, among other things, boilers and heat pumps with their controls, gas radiant heaters, ventilation and air-treatment equipment, reversible air-conditioning systems, chimney sweeping and backflow-prevention devices. The contractor will carry out scheduled maintenance and monitoring, routine servicing and corrective repairs; replace ventilation filters; keep maintenance and energy-use records; and provide reports on work and equipment condition. Some buildings require annual chimney sweeping only. The contract excludes, among other things, direct electric heating, thermostatic valves and various heating and domestic-hot-water distribution components. This is a single-supplier, call-off framework agreement for work within the municipality of Aix-les-Bains. It runs for one year from 1 January 2027, or from a later notification date, and may be renewed three times for one year each, for a maximum total term of four years. The annual maximum value is €50,000 excluding VAT; there is no minimum order volume. The scope includes an initial handover and condition-assessment period of up to two months. By the end of September 2027, the contractor must submit a technical condition report for the maintained equipment and a preventive and corrective maintenance plan. For breakdowns reported on working days between 08:00 and 18:00, the contractor must attend within four hours and restore service within a further four hours. Offers will be assessed on price (50%), technical quality (30%) and environmental criteria (20%). The submission deadline is 4 November 2026 at 16:00, and electronic submission is mandatory. A site visit is strongly recommended; a visit is scheduled for 21 October at 08:00.
