Chauffeur-driven transport for extracurricular, educational and other municipal services

Summary

The procurement covers chauffeur-driven transport services for the municipal services of Charleville-Mézières, divided into two lots: Lot 1 covers transport during school terms, including weekends, and Lot 2 covers transport on Wednesdays and during school holidays. Journeys will take place within the city and neighbouring municipalities, to the animal park and the city’s collective childcare centres, within the Ardennes department and, where required, beyond it. Each lot will be awarded separately to a single supplier or consortium as a framework agreement under which journeys are ordered as needed. The contract will run for 48 months from 1 January 2027 or, if later, from the date of notification; extensions are not provided for. Bidders may tender for one or both lots. Each offer must include a completed candidate presentation document and, for each lot, a completed unit-price schedule and estimated quantity breakdown with every item priced. Price carries 50 points, technical value 40 points and environmental value 10 points. Technical value is assessed based on fleet age and the number of vehicles assigned to the contract (20 points), driver safety training (10) and vehicle maintenance (10). Environmental value is assessed based on the environmental action plan and eco-driving training (5), and fleet composition (5). The contract includes social-inclusion and environmental requirements. Offers must be submitted electronically by 2 November 2026 at 16:30 and must be in French. Participation requires evidence of registration in a professional or commercial register and information on general turnover for the last three years.
