Framework agreements for IT development and systems administration expertise

Summary

The procurement covers IT development and administration expertise for the SDEA information systems, divided into six lots: open-source application maintenance, cloud development, data warehouse and reporting development, database administration, systems and server-room administration, and network and telecommunications infrastructure administration. The services will support maintenance of existing applications, development of new digital services, data processing and analytics, and the operation and modernisation of SDEA’s technical infrastructure. A framework agreement will be awarded for each lot to up to two providers, with further competitions held as specific needs arise. The initial term is three years, with two possible one-year extensions, for a maximum total term of five years. The maximum values for the initial three years are €1,500,000, €1,500,000, €800,000, €400,000, €800,000 and €900,000 excluding VAT, respectively; there is no minimum spend. Tenders must be submitted electronically in French by 12:00 on 2 November 2026. Price accounts for 40% of the evaluation and technical quality for 60%; tenders scoring below 40 out of 60 technical points will be rejected. For each lot, bidders must submit a price schedule, a technical response and evidence of suitable specialists’ experience and qualifications.
