Cleaning services for premises (Lots 3–8)

Summary

The procurement covers cleaning services for buildings and sites in the Dunkirk area, divided into six lots (Lots 3–8). It is a 48-month framework agreement starting on 1 January 2027, with services ordered as needed; the overall maximum value is EUR 67.5 million. One supplier will be selected for each lot. Lots 3–5 are reserved for specific types of organisations: Lot 3 for organisations supporting social and employment integration, Lot 4 for such organisations (SIAEs), and Lot 5 for adapted enterprises, ESATs and equivalent entities. Lots 6–8 cover sports buildings in the eastern area, sports buildings in the western area, and traveller sites, respectively. Before submitting a bid, bidders must visit every site covered by the lot they are bidding for; failure to do so makes the bid non-compliant. Bids must be submitted electronically, remain valid for five months, and invoices must be issued electronically. Price accounts for 70% of the evaluation and quality for 30%; the quality score is divided among the work schedule (15%), staff organisation (6%), service continuity (3%), service monitoring and control (3%), and consumables (3%).
