Methodological and technical support for the Brittany Regional Youth Council, 2027–2028

Summary

The tender concerns methodological and technical support for members of the Brittany Regional Youth Council during its 2027–2028 term. The work includes organising and facilitating youth participation, supporting project development by the commissions, planning and running meetings and discussions, providing training, holding territorial meetings and documenting outcomes. The contractor will also prepare meeting records, track members’ absences, and produce videos and other communications content for young people. The contract centres on two three-day seminars: a launch seminar in March 2027 and a working seminar in March 2028. Other tasks include commission sessions, preparatory and coordination meetings, additional training and experimentation days, territorial meetings and online events. The contract runs for 20 months and the framework agreement has a maximum value of EUR 87,500 excluding VAT. It is a framework agreement awarded to one operator and performed through orders; it is not divided into lots. The estimated quantities are for comparison purposes and do not commit the contracting authority to place orders for them. The bid must include the completed unit-price schedule, estimated-quantity schedule and mandatory technical response framework. Bids are assessed on price (30 points), technical merit (65 points: methodology and commission support, 35; suitability of the team, 25; and training, 5) and environmental performance (5 points). Environmental conditions apply during contract performance. Bids must be submitted electronically in French and in euros.
