Service concession for the management and operation of the ZI Nord Road Centre and associated services

Summary

This is a 12-year service concession for managing and operating the ZI Nord Road Centre in Limoges and associated services. The concession area is approximately 25,000 m² and includes a heavy-goods-vehicle parking area with approximately 80 spaces, roads and land that may accommodate a service building. The concessionaire bears the operating, investment and management costs and is remunerated from user revenues. The estimated concession value is EUR 6,000,000 excluding VAT. Applications and tenders must be submitted electronically by 16 October 2026 at 12:00. The submission must be in French, or accompanied by a French translation, and financial amounts must be in euros. The bidder must demonstrate professional standing, financial capacity, technical and professional capability, relevant experience and adequate staffing. The tender must include a signed draft concession agreement, a detailed technical proposal, a 12-year operating forecast and investment plan. No variants are permitted. Evaluation is based on financial criteria weighted at 40% and technical criteria weighted at 60%. The contracting authority may negotiate with the three highest-ranked bidders.
