Summary

The tender concerns enterprise architecture consulting and technical expertise services for the ministries responsible for education, sports, youth and associative life. It is a single-supplier framework agreement under which orders will be placed according to need. The initial term is 24 months, with two possible 12-month extensions, for a maximum total term of 48 months. The services include enterprise and information-systems architecture, implementation of architecture and urbanisation frameworks, data and application architecture, technical architecture, interfaces and data flows, infrastructure, security, accessibility, audits, consulting and preparation of architecture documentation. Tenders must be submitted electronically by 9 October 2026 at 16:00. The award criteria are technical value at 65%, price at 25% and environmental quality at 10%. The bidder must comply with a mandatory social-inclusion condition and provide at least 4,000 hours during the contract for an employment-inclusion measure benefiting people facing particular social or professional difficulties. The tender must include a fully completed unit-price schedule, an estimated quantitative breakdown and a technical submission. Variants are not permitted.
