IT cost benchmarking and related services

Summary

GIE iMSA is procuring a single-supplier framework agreement for IT cost benchmarking and related services. The work will provide the French Social Security Directorate and social security organisations with comparable IT cost information based on a common reference model and valuation method. The framework has no minimum volume and a maximum value of EUR 700,000 excluding VAT, runs for two years from notification and may be tacitly renewed twice for one year each. Services are normally performed at the contractor’s premises; occasional travel may be requested and reimbursed against evidence. Only individual bids are accepted: consortium bids and subcontracting are not allowed. The submission deadline is 2 October 2026 at 16:00. Electronic submission is mandatory. The bid must include the required application documents, financial information, comparable references, three proposed professionals with full CVs, a completed price schedule and financial simulation, and the required technical and social-inclusion responses. The award criteria are price (50 points), proposed organisation and resources (35 points), and the qualifications and experience of the assigned personnel (15 points).
