Market survey and request for information on a secure mobile phone solution for the Prime Minister’s Office of Finland

Summary

The Prime Minister’s Office of Finland is conducting a market survey and request for information about ready-made secure mobile communications solutions; this is not a contract notice or invitation to tender. The solution is being considered for approximately 5,500 official iOS and Android phones managed through Intune. It should provide security at least at Katakri security level IV and support one-to-one voice and video calls, instant messaging with attachments, group messaging and group calls. The authority also seeks information on Intune compatibility, data processing and storage locations, security assessments and certifications, deployment, administration, timelines and indicative costs. Information is also requested about solutions meeting the higher TL III or TL II security levels, and whether a pilot could be launched at short notice. Responding to the request does not commit either party to participate in a later procurement, nor does it commit the authority to launch one. The response deadline is 15 October 2026.
