Property management services for Pihtipudas rental housing, 2027–2029

Summary

The procurement is for property management services for the company managing Pihtipudas rental housing for 2027–2029, with an option to extend the contract by two years. The portfolio currently comprises 248 apartments across 18 property units; demolition of ten terraced buildings containing 46 apartments is planned for 2026–2027. The services include, among other things, tenant services and rental administration, management of meetings and contracts, bookkeeping and reporting, budgeting and payment administration, and planning and monitoring property maintenance and repair needs. The provider must have a permanent service point in central Pihtipudas. In-person service in Finnish must be available at least five days per week, excluding public holidays, from 09:00 to 15:00, with telephone service from 08:00 to 17:00. The bid must state an annual fixed property-management fee, an hourly rate for separately chargeable work (60 hours per year will be used for comparison), and prices according to the task list; prices must include the applicable VAT. Prices will be linked to the cost-of-living index for December 2026 and adjusted annually in January. The contract starts on 1 January 2027, provided the procurement decision has become legally effective, and ends on 31 December 2029. A decision on the two-year extension option will be made six months before the initial contract ends. The bid must remain valid until 31 December 2026 and reach the contracting authority by 15:00 on 30 October 2026. It must be sent to the municipality by post or email, not through Hilma. Bids are scored on price (up to 60 points), quality (up to 20), experience (up to 10) and references from the previous five years (up to 10).
