Remote-access digital newspaper and magazine service

Summary

The procurement is for a remote-access digital newspaper and magazine service, providing subscribers with a shared collection of digitised newspapers and magazines that meets the specified requirements, an interface for accessing, browsing, searching and reading the publications, and related support services. Users are authenticated by IP address or by library card and password. The service is intended for public libraries, universities, universities of applied sciences and research institutions that are members of the FinELib consortium. One service provider will be selected. The contract will run for two years, with an option for the contracting authority to extend it by up to two years. The estimated value, including the possible extension, is EUR 915,000–1,090,000 excluding VAT; the maximum value is EUR 1,090,000 excluding VAT. The deadline for tenders is 3 November 2026.
