Procurement of IT Project Management and Specialist Services

Summary

The Finnish Tax Administration is procuring IT project management and specialist services to support the specification, programming, testing, management and development of its systems, as well as the operation of ongoing services. The procurement is divided into six lots: cloud-based application development; artificial intelligence applications and new technologies; automation and process analytics; project manager and Scrum Master services; development and maintenance of the ServiceNow service management and workflow platform; and user-centred development. Services may include, for example, Azure cloud architecture, development, integration, DevOps and technical security; artificial intelligence and machine learning; process automation; project management; administration of ServiceNow modules; and user-centred consultancy and development. Three suppliers and three reserve suppliers will be selected for each lot. The planned contract start date is 16 November 2026, and the contract term is 72 months.
