Procurement of integration training and initial language proficiency assessment 2027–2028 (+1)

Summary

The City of Kerava and the Kerava–Sipoo employment area are procuring two services under a framework agreement: integration training and initial assessment of Finnish-language proficiency. Bidders may submit an offer for either or both lots. The integration training is primarily intended for immigrants who need to improve their Finnish for employment or entry into vocational education. The training volume may be up to 8,000 student-days per year, with a maximum duration of 240 student-days per participant. The estimated volume for initial language assessment is 40–60 people per year. These volumes are estimates, and the contracting authority is not committed to ordering the maximum quantities. Training must follow the current curriculum requirements for integration training issued by the Finnish National Agency for Education. Bidders must propose the teaching content, structure and delivery plan and provide the customer with a monthly report on actual student-days. One supplier will be selected for each lot. The estimated total value, including any option periods, is approximately EUR 2,200,000 excluding VAT. Offers will be evaluated on the basis of the best price-quality ratio; a tie may be resolved by drawing lots. Parallel offers are prohibited, and if submitted, only the latest offer received will be considered.
