Lease agreement for a hybrid battery site

Summary

The tender concerns a long-term lease for the site of a hybrid battery in the Kupittaa and Itäharju areas of Turku, together with the design and construction of the foundations, leak-management solution, enclosure building and auxiliary equipment rooms required for the facility. The hybrid battery itself and its main process and automation equipment will be procured separately. The planned water storage tank is approximately 15,000 m³, about 22 metres in diameter and 44 metres high; the solution must enable safe operation over an intended life cycle of approximately 40 years. The procurement uses a competitive dialogue procedure. The request to participate must be submitted by 28 September 2026 at 10:00. The contract will be awarded on the basis of the best price-quality ratio; at this stage, price is expected to account for 80–90% and quality for 10–20%. Key conditions include annual rental-business turnover of at least EUR 5 million, liability insurance of at least EUR 2 million, ISO 9001 and ISO 14001 or equivalent systems, and the required lease and construction references.
