Maintenance of Mu Meter equipment for measuring runway friction and surface macrotexture
Summary
The tender covers maintenance of AENA’s Mu Meter measuring equipment, used to measure runway friction and surface macrotexture. The contract runs for three years, with no extension planned. The estimated value and maximum budget are €300,000 excluding taxes (€363,000 including taxes). Services will be performed at AENA’s logistics support depot in Barajas or elsewhere in Spain where the equipment is in operation. The contract is not divided into lots. The work includes maintenance of the measuring equipment, auxiliary equipment, vehicle and automatic irrigation system, as well as the supply of spare parts and materials. The bid must state a percentage discount on the prices for the work listed in the tender documents, but the amounts for items 3.1–3.59 in Chapter 3, supply of materials, may not be changed. That chapter has a fixed value of €175,000; the portion subject to the bid discount is €125,000. There will be no electronic auction. Bids must be submitted electronically. Tenderers must demonstrate the required financial and technical capacity and provide technical plans and signed commitments. The technical evaluation is worth 100 points, and the financial bid is opened only for tenders scoring at least 60 technical points. Evaluation includes, among other matters, proposed equipment downtime under maintenance plans and spare-parts delivery times; the use of original spare parts is mandatory. The contractor must also comply with airport safety, occupational health and safety, and environmental requirements. The tender guarantee is €9,000, and the successful tenderer must provide a final guarantee equal to 5% of its offered price excluding taxes.
