Auction sale of non-hazardous scrap metal in Jumilla
Summary
The Municipality of Jumilla is auctioning an estimated 110–120 tonnes of non-hazardous scrap metal from its disused waste-treatment plant. The successful bidder must dismantle and remove the metal components: make affected installations safe by disconnecting and isolating them before work, dismantle the metal structures and equipment, cut materials where necessary, sort and load them, and deliver them to an authorised waste manager or carrier. The work area must be cleared, and any spilled material must be collected immediately and the area cleaned. Removal must be completed within one month after the contract is signed. The auction starting price is EUR 100 per tonne, and bids may exceed that amount. Price is the sole award criterion, and the highest bidder wins. The actual quantity will be determined using a legally approved scale with a valid calibration certificate in the municipality of Jumilla. The bidder must weigh each load and give the weighing ticket to the contract manager. An authorised carrier that is not itself a waste manager must deliver the scrap to an authorised treatment company and provide the municipality with documentary proof within five days of removal. An authorised waste manager must document whether the scrap is recovered or disposed of. Payment is due within seven working days after the removed quantity has been certified. VAT reverse charge applies. A bidder must hold a valid authorisation in the Region of Murcia to transport or manage non-hazardous waste, with metals expressly covered by the authorisation, and must provide proof of authorisation and its environmental identification number. The bid must be submitted electronically in Spanish in two encrypted, electronically signed envelopes. Only one bid may be submitted. The bidder must declare that it is not prohibited from contracting and provide evidence that its tax and social security obligations are up to date. No bid security is required. The submission period is 15 calendar days starting on the day after publication of the contract notice.
