All-risks material damage insurance for Vigo’s cultural heritage collections

Summary

The tender is for a two-year (24-month) all-risks material damage insurance policy for the cultural heritage collections managed by Vigo City Council, starting on 21 January 2027. The collections include, among others, the art collection, the Colmeiro loan collection, the archaeology collection, the Luis Torras collection, the Francisco Fernández del Riego collection, the municipal photographic collection and the permanent collection of the Laxeiro Foundation. Their total insured value is €29,046,814.06, with a limit of €600,000 per dispatch or journey. Cover applies to the works at their usual locations, in storage and workshops, and while being handled or transported; transport must be arranged through a carrier specialising in art transport. Newly added works are automatically covered up to €100,000. No deductible generally applies, except for claims handled by the Insurance Compensation Consortium, where the statutory deductible applies. The contract ceiling and estimated value are €60,000 for 24 months; insurance services are exempt from VAT. Bids are assessed on price and quality: a price reduction is worth up to 75 points, an increased journey limit up to 6 points, automatic additional cover for temporary exhibitions 5 points, and specified extensions to the insurance cover up to 14 points in total. Bidders must satisfy the financial and technical capacity requirements and be registered in the special register for insurers. During performance, the successful bidder must comply with workplace safety, occupational health and applicable collective-agreement requirements; subcontracting is not permitted.
