Financial Account Opening for Placement of Treasury Surpluses – Lot 1 (€40,000,000)

Summary

The tender concerns the placement of Calp City Council’s temporary cash surplus under Lot 1, amounting to €40,000,000. The successful financial institution must open a financial account for 12 months and pay interest on the account’s average balance. The offered annual interest rate must be at least 2.5%. All funds must be available within a maximum of 5 calendar days after a signed withdrawal request, without penalty or loss of accrued interest. The financial account, and any operational account opened for transfers, must be free of fees and charges and support online banking, joint authorisation by three authorised users, and read-only users. Interest is paid to the council quarterly. Tenderers must be banks, savings banks or credit cooperatives registered with the Bank of Spain and operating a public-facing branch in Calp. Award criteria are the annual interest rate (75 points), keeping the Calp customer-service branch open for at least two hours on one afternoon each week throughout the contract (20 points; afternoon hours are 15:00–19:00), and corporate volunteering (5 points). Volunteering points are available for one activity lasting at least two hours; two activities or one activity lasting at least five hours; or at least three activities, or activities totalling at least eight hours with at least two technical-team members participating. Activities must support social, educational, environmental or community initiatives and must not cost the council. A tenderer may be awarded no more than one of the two lots. Offers must be submitted electronically within 10 working days after publication of the contract notice.
