Habicat application maintenance and development of new modules
Summary
The procurement covers maintenance and development of new modules for the Catalan Housing Agency’s Habicat housing-management application. Habicat supports, among other things, processes related to renting, selling and allocating public housing. The work includes correcting software faults, improving existing functions and developing new ones, preventive maintenance, adapting the application to technological changes, testing and updating documentation. An additional 800 hours of Adelia development may be ordered when needed. The contract runs for two years, with one possible one-year extension. The tender budget is EUR 1,887,200 excluding VAT (EUR 2,283,512 including VAT): EUR 1,850,400 for the fixed two-year maintenance service and EUR 36,800 for up to 800 additional hours ordered as used, which the contracting authority is not required to use in full. The estimated contract value, including a possible modification and extension, is EUR 3,585,680 excluding VAT. The contract is not divided into lots. The supplier must provide a team of Adelia and Angular developers with the specified experience. Bids are assessed on price and the proposed team’s experience, each worth up to 50 points. The service is delivered on a hybrid basis, with at least one day per week on site at the authority’s Barcelona premises. Bidders must also account for knowledge-transfer and service-handover plans, work documentation and team continuity.
