Design and delivery of a youth awareness programme
Summary
Bilbao is procuring the design, development and delivery of an awareness programme for young people to promote democratic values, civic participation and respect for human rights. It is intended for students in grades 3–4 of compulsory secondary education, upper secondary education or equivalent studies at educational institutions in Bilbao. The work covers direct delivery of the programme, training schools and teachers to run it independently, and providing them with ongoing advice and support. The programme must use participatory, experiential-learning and gamified methods and be designed for groups of 20–30 students, with approximately 10–12 hours per group. At least 12 activities are planned per year, although this figure is indicative. The contractor must prepare and update programme materials, coordinate activities with participating schools, evaluate results and submit quarterly, annual and final reports. A joint closing event must be organised at least once every two years. Materials must be available in Basque and Spanish and approved by the city before use; the closing video must be in Basque and Spanish, with English subtitles. The team must include a programme coordinator and a sufficient number of facilitators. Both profiles require at least a MECES level 1 academic qualification; the coordinator must have at least 3 years’ experience and facilitators at least 2 years’ experience in youth programmes delivered in educational institution classrooms. Facilitators must also have a B2 level of Basque or equivalent evidence.
