Art and Early Childhood Programme in Municipal Nursery Schools

Summary

The tender covers delivery of the “Art and Early Childhood” programme in Vitoria-Gasteiz’s five municipal nursery schools in 2027, for children aged 0–3 and their families. The contractor will run art activities for children, joint workshops for families and children, and programme introduction and coordination meetings with nursery managers and educators. The activities will introduce different artistic languages and forms of expression, encourage children’s creativity and support families’ participation in nursery life. The programme includes five one-hour introduction and coordination meetings in January–February, 19 one-hour family workshops in March–April, and nine child-focused workshops of up to one hour in May–June. The workshop allocation may be adjusted to meet each school’s needs, but the total must not exceed 28. Workshops for children must be delivered in Basque; activities for families and coordination with the Education Service must be available in Basque. General information and invitations must be in Basque and Spanish. The contractor supplies the necessary materials, prepares information and invitations, welcomes families, and submits a final programme report by 15 July 2027. The maximum contract budget is €15,313.01 including VAT (€12,655.38 excluding VAT). The maximum price is €54.45 including VAT per coordination meeting and €537.17 including VAT per workshop. Price carries up to 30 points and the technical project up to 70 points; bidders need at least 35 technical points to continue. No separate evidence of economic, financial or technical and professional capacity is required. Bidders must submit an electronic offer containing a technical programme and a price proposal. Staff who have regular contact with children must provide the required negative sexual-offence register certificate. The successful bidder must provide a final performance guarantee equal to 5% of the contract award price excluding VAT.
