Updating and improving energy audits and certifications for 36 buildings of the Gipuzkoa Provincial Council

The procurement covers services to update and improve energy audits for 36 buildings of the Gipuzkoa Provincial Council, provide building energy performance certificates, and prepare action plans for energy savings and renewable energy use in the audited buildings. The work includes inspecting buildings and technical systems, analysing energy use and bills, assessing the technical, financial and environmental effects of proposed improvements, and registering the certificates. Audits must follow standards UNE-EN 16247-1 and UNE-EN 16247-2; calibration certificates for measuring equipment must be provided, and inventoried equipment must account for at least 90% of each building’s energy consumption. Action plans cover 2027–2030. The work must be completed within six months; necessary follow-up meetings must be attended at no additional cost for up to one year after completion. The estimated contract value is EUR 170,121.88 excluding VAT; the tender budget is EUR 205,847.47 including 21% VAT. Payment is staged: 40% after delivery of the first half of the audits, 40% after delivery of the remaining audits, and 20% after final deliverables, including action plans and certificates with energy labels, are submitted and approved. Bidders must meet the turnover and comparable-experience thresholds and provide a competent team of at least three people; companies operating for less than five years may demonstrate technical capacity by an alternative method. Bids are assessed on price, methodology, team, work schedule, technical improvements, gender equality and language skills. A minimum of 20 points is required under the qualitative criteria, and the technical proposal is limited to 15 pages.
