Technical assistance for the design project to renew the sewer network in Colmenar del Arroyo, Phase II

Summary

The contract is for technical assistance to prepare the design project for the renewal of the sewer network in Colmenar del Arroyo, Phase II (Plan Sanea 2500). The service provider must develop the project design and assess the existing network, possible solutions and site constraints, including unstable ground, groundwater and measures to avoid impacts on nearby buildings, bridges and walls. The contract runs for 5 months and cannot be extended. It is a single, indivisible procurement. The estimated value is EUR 61,875.25 excluding VAT (EUR 74,869.05 including VAT); bids above the excluding-VAT amount will not be considered. Price is worth up to 49 points, additional experience of the project manager and geotechnical specialist up to 26 points in total, and the methodology and analysis of needs and constraints up to 25 points. The bid must include the proposed work methodology and an analysis specific to the project site. Bids must be submitted electronically; variants are not permitted. To qualify, bidders must demonstrate the required experience in preparing sewer-network projects, provide ISO 14001 and OHSAS 18001 or ISO 45001 certificates (or equivalents), and show relevant annual turnover of at least EUR 61,875.25. A qualified multidisciplinary team is required, including a project manager, project-design support engineer, modelling lead, and specialists in surveying, geotechnics, structures, environmental matters and archaeology. The tender documents specify the education, experience and evidence required for each role. The proposed awardee must provide proof of civil-liability insurance of at least EUR 300,000 before signing the contract and lodge a final guarantee of 5% of the contract price excluding VAT.
