Queue-Fair virtual waiting-room service licence and support (SaaS)

Summary

The procurement covers the right to use EJIE’s Queue-Fair virtual waiting-room service on a SaaS basis, together with official technical support, for 2027. The service must manage access for an unlimited number of visitors and queued users and support periods of high demand. The contract runs from 1 January to 31 December 2027; the service is delivered remotely and carries a one-year warranty. The contract is not divided into lots, and variants or improvements are not permitted. The budget ceiling is €48,921.67 excluding VAT (€59,195.22 including VAT); bids above that ceiling will be rejected. Price is the sole award criterion, and the contract goes to the lowest valid bidder. Bids must be submitted electronically. Bidders must provide the required declarations and forms, including the European Single Procurement Document. Under the super-simplified procedure, proof of economic or technical/professional capacity and a definitive performance guarantee are not required. The SaaS service entails personal-data protection obligations: any planned subcontracting of servers or related services must be disclosed, and the successful bidder must state the server locations and service delivery locations before contract signature. A manufacturer data processing agreement must be provided where required, along with software licensing and support information.
