On-demand passenger transport on three Alt Urgell routes

Summary

The procurement covers on-demand passenger transport in the Alt Urgell area on three separate routes: Lot 1, Coll de Nargó–Montanissell; Lot 2, Montant de Tost–La Seu d’Urgell; and Lot 3, Ossera–La Seu d’Urgell. The service also covers isolated homes and road junctions near the routes. The operator will run repeated itineraries using a vehicle with up to nine seats and collect fares from passengers. Transport is prohibited on sections of the routes that use the C-14 and N-260 main roads. The two services in Lot 1 operate on non-holiday Tuesdays and Wednesdays. Lot 2 runs on non-holiday Tuesdays and Saturdays, and Lot 3 on non-holiday Wednesdays and Saturdays. The fare is EUR 1.20 per passenger per service, including VAT. The operator must provide the vehicle, qualified driver, valid permits and insurance, accept journey requests by telephone, and replace a broken-down vehicle within 24 hours. A booking application is planned for introduction in 2026–2027 and will become mandatory for the operator once implemented. The contract runs for three years and cannot be extended. The price cap is EUR 1.80 per kilometre excluding VAT; the total estimated value for all lots over three years is EUR 151,182.72 excluding VAT. The three-year estimated values by lot are EUR 27,293.76, EUR 61,776 and EUR 62,112.96, all excluding VAT. Bids are scored on price (up to 40 points), vehicle passenger capacity (up to 20), vehicle age (up to 12) and vehicle type (up to 28). Bidders need a taxi licence issued by a municipality in the Alt Urgell area or an equivalent valid authorisation, and at least one year of proven experience. No separate evidence of economic and financial capacity is required.
