Management of boiler-room renewal works at the Erandio Central Facility

Summary

The tender concerns the management and supervision of works to renew the two existing boiler rooms at the Erandio Central Facility. The works include a new central biomass heating plant with three 540 kW boilers, biomass storage and feed systems, a district-heating pipeline, and gas boilers as backup in the two served buildings. The service provider must prepare the classified-activity project during the first month and provide works and execution supervision, measurement and quality control, health and safety coordination, installation testing and commissioning, final project documentation, legalisation of the electrical and heating installations, registration of the energy-performance certificate, and waste management. The waste plan must provide for the reuse and recycling of at least 70% of the waste generated. The works are estimated to take 10 months, and the activity project must be completed within the first month. The service contract ceiling is EUR 33,057.85 excluding VAT, or EUR 40,000 including VAT; bids above the ceiling will be rejected. Evaluation awards up to 48 points for technical methodology and the team, 47 for price, and 5 for appointing a woman as the technical works director. Bidders must meet the turnover and relevant-experience thresholds and submit a technical approach and team description. The minimum team comprises a works director with at least 10 years’ experience, an execution director with at least 5 years’ experience, and a health and safety coordinator with at least 3 years’ experience in occupational risk prevention. The successful bidder must also provide a final guarantee of 5% of the contract award amount excluding VAT.
