Migration of VNG Aparcaments’ ERP to Business Central Cloud

Summary

The contract covers the technical and functional migration of VNG Aparcaments’ on-premises Microsoft Dynamics 365 Business Central BC14 ERP system to Business Central Cloud, together with implementation, go-live, maintenance, support and ongoing development of the new solution. Work includes auditing and analysing the existing system, adapting functions and developing in AL, migrating data and document management, providing cloud storage of at least 100 GB, integrating an advanced tax-localisation solution and reporting, testing, user training, initial stabilisation, documentation and knowledge transfer. Procurement of the base software subscription and licences is excluded. The contract is not divided into lots. The initial term is two years, with two possible extensions of up to one year each, for a maximum of four years. Implementation must take no more than 12 weeks, followed by an eight-week stabilisation and support period. The estimated contract price is €54,860 excluding VAT (€66,380.60 including VAT); the estimated total value including possible extensions and modifications is €80,372 excluding VAT. The tender price must be below €54,860 excluding VAT. Bidders must demonstrate the required turnover, professional liability insurance covering technology and cyber risks of at least €300,000, and experience with at least three comparable ERP service contracts. They must meet the education and experience requirements for a project manager, ERP functional consultant and technical development/migration team, and provide the resources needed to perform the work. The bid must include the administrative declaration or European Single Procurement Document and commitments to provide personnel and technical resources. The technical proposal may be no more than 15 A4 pages and must reach the minimum quality-assessment threshold. Price accounts for 49 points; other automatically scored factors include additional project-manager experience, faster implementation, extra post-implementation support, critical-incident resolution times, additional maintenance and training hours, cloud storage capacity, and security and quality certifications. The successful bidder must submit an implementation work plan within 15 working days of contract signature.
