Cleaning services for Mercado Colón Gallery and the València maritime-zone car parks

Summary

The procurement is for cleaning services at Mercado Colón Gallery and three named car parks in València: Martí Grajales, Veles e Vents, and Tinglados 4 and 5. At the gallery, the service covers the first, ground, semi-basement and first basement levels, as well as the building exterior; basement levels two and three are excluded. The entire area of each car park is covered. Work includes routine cleaning and disinfection, periodic deep cleaning, waste handling, replenishment of consumables and pest control; Mercado Colón also requires extraordinary cleaning and a 24-hour emergency response service. The initial term is two years, with a possible one-year extension. The two-year budget ceiling is EUR 565,689.35 excluding VAT; the estimated contract value including the extension is EUR 848,534.03 excluding VAT. Bidders must submit electronically and demonstrate the required financial and technical capacity. The technical offer must include a cleaning plan, a materials and equipment plan, and a waste-management plan for Mercado Colón, in a technical memorandum of no more than 20 pages. The award is based on price (up to 50 points), an increased hours allowance, a digital service-management platform, annual staff training, additional cleaning and disinfection, and the quality of the technical solution (up to 100 points in total). During performance, the contractor must take over the existing staff under the applicable collective agreement and meet the staffing, safety, insurance and waste-management conditions.
