Cleaning and comprehensive maintenance of Arrecife playgrounds and outdoor fitness areas

Summary

The contract covers daily opening and closing, cleaning, inspection and preventive and corrective maintenance of Arrecife’s public playgrounds, outdoor fitness areas and school playgrounds. The work includes play and exercise equipment, rubber safety surfaces, furniture, fences, bins, and the collection and sorting of waste. The technical specification lists 42 sites with a total area of 14,540 m²; additional municipal parks may be added. The initial term is one year, with extensions of up to three further years, for a maximum total of four years. The contract is not divided into lots. The bidder must provide the required team, equipment and vehicle and prove relevant service experience and financial capacity. The work includes daily site visits, at least monthly functional inspections and comprehensive safety inspections every six months. The standard maximum response-and-action time for ordinary reports is 56 working hours; a commitment to reduce it to 48 hours earns 7.5 points, and to 24 hours earns 15 points. For urgent reports, the contractor must respond within two calendar hours and attend within four calendar hours. Bids are evaluated on price (up to 70 points), use of low-environmental-impact cleaning products (15 points), and faster response to ordinary reports (up to 15 points). To receive points for environmentally preferable products, the bidder must provide a description and a recognised eco-label or certificate for each product. The net bid must not exceed €281,265.11; the base budget including 7% IGIC is €300,953.66. Bids must be submitted electronically. The successful bidder must provide a guarantee equal to 5% of the final offered price, excluding IGIC.
