Cleaning services for offices and other facilities at Ocaña I Prison

Summary

The procurement is for cleaning offices and other facilities at Ocaña I Prison in 2027. The premises include offices, staff rooms, archives, corridors, toilets, access-control and guard areas, and staff changing rooms. Cleaning is to be carried out on weekdays in the morning or afternoon: floors, furniture, telephones and intercoms, and toilets are to be cleaned and disinfected daily; radiators, interior and exterior glass, and window frames are to be cleaned every two weeks, together with rotating deep-cleaning tasks. The contract runs from 1 January to 31 December 2027, or from a later contract-signing date until the end of that year, and cannot be extended. The service must provide 50 working hours per week and uninterrupted cover during holidays, sick leave and other authorised absences at no additional cost. The existing staff must be taken over under the applicable collective agreement. Before submitting a bid, bidders must visit the prison facilities and submit one electronically signed bid containing a responsible declaration and a price offer with VAT shown separately. The deadline is 10 working days from the day after publication of the contract notice. The evaluation awards up to 100 points: price is worth up to 85 points, a commitment to use cleaning products bearing a Type I ecolabel is worth up to 5 points, and additional free hours are worth up to 10 points (1–10 points for 5–50 hours per year). The estimated value excluding VAT is EUR 40,196.29; the maximum budget including 21% VAT is EUR 48,637.51. Bidders are not required to prove economic or technical capacity, and no guarantee is required. During performance, the contractor must provide equipment, tools and cleaning products, comply with prison security rules, prepare a cleaning plan, provide occupational safety measures and training, and maintain civil liability insurance of at least EUR 150,000.
