Interior cleaning services for Guadalajara public schools

Summary

The Guadalajara City Council is procuring interior cleaning services for the city’s public schools, including the staff, tools, materials and equipment needed to deliver the service. The contract will run for three years from 1 February 2027, with two possible one-year extensions. It is not divided into lots. The estimated contract value is EUR 10,538,572.03 excluding VAT; the maximum budget for the initial three-year term is EUR 6,171,540.72 including VAT. Bids must be submitted electronically and include a signed European Single Procurement Document, a technical plan of up to 50 pages, and a price offer. The technical plan must describe the cleaning tasks and schedule at each school, staffing numbers, categories and working hours, annual total service hours, equipment and materials to be used at each site, and a plan for waste treatment and reduction. The price and VAT must be stated separately; bids exceeding the budget will be rejected. Price is worth up to 55 points, the annual allowance of free additional hours up to 10 points, and the technical work plan up to 35 points. The offer form lists 1,200, 1,500, 3,000, 4,500 or 6,000 free hours per year, while the scoring scale assigns points for 0, 1,500, 3,000, 4,500 and 6,000 hours. The bidder’s annual turnover in its best year among the last three closed financial years must be at least EUR 3,161,571.60. The value of comparable services performed in the bidder’s busiest year during the last three years must be at least EUR 1,475,400.08, supported by the required references and documents. Alternatively, technical capacity may be demonstrated through contractor classification U-1, category 5, for cleaning services. The successful bidder must provide a final guarantee of EUR 255,022.34, take over the incumbent service employees, and submit certificates confirming no sexual-offence convictions for staff who will have regular contact with minors before work begins. The contractor must also maintain liability insurance for the contract period: the documents specify minimum cover of EUR 600,000 per insured person per incident and at least EUR 900,000 per incident.
