Summary

The contract covers selective collection of light packaging, paper and cardboard in the territory served by the Bierzo Alto Association of Municipalities. It runs for five years, with an option to extend it by a further two years. The estimated contract value is EUR 160,000 excluding VAT, and the maximum budget is EUR 193,600 including 21% VAT; the annual total is EUR 38,720 including VAT. An offer must not exceed the budget ceiling. Bidders must submit a price and may offer more containers than the required minimum and more frequent collection for evaluation. Price scores up to 40 points, additional containers up to 40 points, and collection frequency up to 20 points. The contract is not divided into lots, and variant offers are not permitted. Participation requires proof of the company’s legal capacity and the required economic, financial and technical capacity. Spanish companies may submit a Group R, Subgroup 5, Category 1 classification certificate. Alternative evidence is available for companies less than five years old or without that classification, including professional indemnity insurance of at least EUR 160,000 and evidence of the required team and equipment. The offer must include a responsible declaration and price offer and be submitted electronically by the deadline specified in the contract notice, within the 20-calendar-day submission period. The successful bidder must provide a final guarantee equal to 5% of the contract price excluding VAT. During performance, the contractor must submit health and safety and waste-management plans and pay subcontractors and suppliers within 60 days.
