Comprehensive care of the San Vicente de la Barquera palm grove and red palm weevil control

Summary

The procurement is for the comprehensive care of the municipal palm grove in San Vicente de la Barquera and control of the red palm weevil. It is divided into two lots, and bidders may tender for either or both: - Lot 1: felling and removal of five palms classified as very high risk, stump removal, restoration of the site and compliant handling of plant waste. Work must begin within 48 hours of receiving an instruction. The lot budget is EUR 8,000 excluding VAT. - Lot 2: palm inspections and monitoring, maintenance of a digital plant-health inventory, trap-based monitoring, preventive and biological treatments, curative treatment when needed, mechanical surgery, reporting and technical advice. The minimum annual programme includes four general visual inspections, two inspections at height, three preventive treatments, five biological treatments and at least six pheromone traps. Preventive and biological treatments must be carried out at night; endotherapy and drones are prohibited. The lot budget is EUR 20,550 excluding VAT. The contract runs for 12 months, with an option to extend for a further 12 months. The total budget is EUR 34,545.50 including VAT, and the estimated value including the possible extension is EUR 57,100 excluding VAT. Price and other automatically scored criteria will be assessed, including the technical manager’s evidenced experience and, for Lot 2, proposed additional services and training sessions. Bids must be submitted electronically within 10 working days from the day after publication of the contract notice. Bidders must confirm that they can provide the required expertise, personnel, equipment and authorisations; the successful contractor must maintain third-party liability insurance of at least EUR 300,000 per claim.
