Supply of Microsoft Office 365 cloud licences and associated services

Summary

The contract covers Microsoft Office 365 cloud-service licences and related technical support for three years starting on 1 February 2027. The supplier must provide six types of monthly, per-user subscription: Microsoft 365 Business Basic and Standard (with Teams), Office 365 E3 and E1 (with Teams), Exchange Online Plan 1, and Microsoft Entra ID P1. Licences must be supplied through Microsoft’s official CSP channel. The buyer may add, remove or change licences as needed and pays only for licences actually used. The estimated maximum contract value is €187,803.36 excluding VAT. The maximum monthly prices per user are €6.68, €13.34, €28.90, €9.53, €3.85 and €6.71 respectively. The work includes licence management and coordinating the transfer from the outgoing supplier into the existing Microsoft environment without interrupting service. The supplier must process licence activation or cancellation requests within 48 hours, provide second- and third-level technical support, provide normal support on weekdays during office hours, and offer a 24/7 telephone contact for critical incidents. The bid must describe the process for activating and cancelling licences. Invoices are issued monthly based on actual use and accompanied by a detailed report showing licence quantities, unit prices and the amount due for the period. The bidder must demonstrate annual turnover of at least €62,601.12 in the relevant field and comparable services performed during the last three years worth at least €62,601.12. Price accounts for 95% of the points; valid ISO 14001:2015 and ISO 9001:2015 certificates each account for 2.5 points. The successful bidder must provide a final guarantee of 5% of the applicable amount excluding VAT; no provisional guarantee is required.
