Acquisition of a property in Palma for administrative use by the Consell de Mallorca

The Consell de Mallorca is seeking to acquire a property in Palma for administrative use, to accommodate its services and relocate staff while other buildings undergo comprehensive renovation. The property must be in an established, accessible area with good public transport links; proximity or convenient connections to the Consell’s other premises and the Plaza de España Intermodal Station are advantageous in the evaluation. The property must have at least 1,500 m² of built area. The estimated upper limit is 2,000 m², but a larger property may be offered if the price ceilings are respected. The price must not exceed €1,400 per built square metre or €2,800,000 in total, excluding taxes. Only one bid may be submitted for each property, signed by all co-owners and, where relevant, holders of other rights. Bids must be submitted electronically; no provisional or final guarantee is required. The building must be suitable for administrative use, comply with planning, safety, health, workplace-safety and accessibility requirements, and have functioning electrical, heating and cooling, water-supply and drainage systems. Work areas must have natural light and ventilation, and the layout must allow flexible reconfiguration. The minimum clear internal height is 2.50 m. The bid must include the required ownership and compliance declarations, technical plans and descriptions, and relevant evidence concerning matters such as structural safety, accessibility, intended use, energy performance and building condition. The preferred bidder must also provide the property, tax, utility-payment and other evidence specified in the tender documents. Evaluation takes place in two stages. The first assesses the building’s condition and features; bidders must score at least 23 points to reach the second stage. The second stage assesses property requirements and price. Technical staff will visit each property offered as part of the assessment.
