Digital Identity Maintenance
Summary
The contract covers maintenance and support for HUNOSA’s existing digital identity and electronic-service systems: IVNeos centralised electronic-notification management, IVSign central certificate management and the Signaturit electronic-signature solution. The platforms are not to be replaced. The work includes renewing or obtaining certificates and licences, managing incidents and change requests, and keeping the systems secure, available and up to date. The signing service must support simple, advanced, biometric and qualified electronic signatures, as well as certified email and SMS delivery. The initial contract term is 2 years, with two possible extensions of 1 year each. The estimated value of the initial term is €62,500 excluding VAT (€75,625 including 21% VAT); the estimated value including possible extensions is €125,000 excluding VAT. Bidders must quote a unit price for every billable item. Zero-priced items and bids exceeding the budget will not be accepted. Price is the sole award criterion. The submission deadline is 14:00 on 15 October 2026. Bidders must demonstrate annual turnover of at least €46,875 in the best of the last three financial years and at least one similar service delivered during the last three years. Specific information-security evidence is also required, including at least medium-level conformity with the national security scheme or alternative evidence specified in the tender documents. The successful bidder must provide a final guarantee of 5% and civil liability insurance covering €100,000. The service provider must appoint a responsible contact and meet the stated service levels: response to incidents within 1 hour, resolution of critical incidents within 4 hours, high-priority incidents within 8 hours, and low-priority incidents and queries within 40 hours.
