SaaS licence and implementation of local-police management software for Viladecans

Summary

Viladecans City Council seeks a four-year SaaS licence for integrated local-police management software, together with implementation, commissioning, integrations, data migration and staff training. The solution must cover, among other areas, police operations, records and archives, traffic enforcement, administrative and judicial policing, personnel and equipment management, geolocation, an officer portal and mobile apps. It must meet high-level information-security requirements and integrate with municipal systems and the specified public-sector services. Implementation must be completed within three months of contract signature; the technical specification sets 1 March 2027 as the date by which the full application must be operational. The estimated contract value is €134,892.36 excluding VAT and the maximum tender budget is €163,219.76 including VAT; bids may not exceed that ceiling. Offers will be evaluated on price (35 points), faster commissioning (up to 15 points), a social-employment commitment (up to 5 points), the technical memorandum (up to 20 points) and an in-person practical demonstration of up to two hours (up to 25 points). Bidders must prove the required turnover, comparable experience and team capability and provide a valid high-category ENS conformity certificate. The offer must include the technical proposal, required declarations and evidence; at least 22.50 out of 45 points must be achieved in the qualitative evaluation to proceed to automatic scoring. The procurement is not divided into lots, and no extension is planned.
