Teaching services for drone-pilot and agricultural training courses

Summary

The contract is for teaching services for 14 training courses in Villacarrillo and Beas de Segura, totalling 860 teaching hours to be completed by 29 September 2027. It covers three 90-hour courses for STS-01 drone pilots and an introduction to precision agriculture (AF-1; 51 classroom hours and 39 synchronous online hours), three 90-hour courses for pilot-level drone application of plant-protection products (AF-2), and eight 40-hour courses on agricultural entrepreneurship and practical drone-based plant-protection application (AF-3). The work includes delivering the courses and flight and farm-based practical training, providing the online learning platform and suitable agricultural land, keeping attendance records and submitting supporting documentation. Training must be free for participants. Up to two editions may run at different locations at the same time, but courses requiring plant-protection practice cannot overlap unless the contractor provides a second complete spraying kit. The maximum estimated contract value is EUR 71,780, and the service is exempt from VAT. Payment is based on hours actually delivered and documented. Offers are assessed on technical quality (up to 45 points, with a minimum of 22.5 to continue), price (up to 35 points) and quality commitments (20 points); a 5% price reduction earns the maximum price score. The bidder must hold the required AESA and IFAPA authorisations and provide qualified teaching staff, including two distinct STS-01 instructor-assessors who meet the experience requirements and provide evidence. The bidder must also provide a service coordinator working 100% of working time and a second pilot-qualified professional working 25% of working time.
