Digital reading and writing service for schools in Ceuta and Melilla

Summary

The procurement covers a digital reading and writing service for publicly funded primary and lower-secondary schools in Ceuta and Melilla, delivered through a web-based SaaS platform. It is divided into two lots: Lot 1 for schools in Ceuta and Lot 2 for schools in Melilla. Each lot has a budget of €30,000 including 4% IPSI, for a total of €60,000. The contract runs for one year and may be extended so that the total term, including the initial period, is no more than two years; the anticipated start date is 10 December 2026. The contractor must provide students and teachers with an interactive platform where students read books co-created with authors, vote on how stories continue and communicate with authors in forums. The service must include reading and listening features, at least 20 learning activities per book, a glossary, projects and activities, teacher and administrator monitoring and statistics modules, and an initial library of at least 120 books (60 in Spanish and 60 in English, including at least 24 co-created with women). At least 16 new Spanish-language books and 12 new English-language books must be published during the school year. The platform must be available around the clock, and the contractor must provide training, technical support and fault resolution. Student personal data will be processed during the contract, so data-protection rules and disclosure of server locations apply. Price accounts for up to 49 evaluation points and other automatically scored criteria for up to 51 points. Additional points are available, among other things, for activities and books above the minimum, enhanced teacher monitoring data and faster resolution of faults. Bidders must demonstrate the required turnover and experience with similar services, or, if newly established, the required team capacity. For each lot, the minimum annual turnover is €43,269.23 and the required value of similar work is at least €20,192.30.
