Comprehensive digital presence service for COFIDES

Summary

The single-lot contract covers the comprehensive renewal and operation of COFIDES’s public digital presence. The contractor will plan and build a new website, prepare and translate content within the agreed volumes, migrate existing material, ensure accessibility, security and measurement, and provide hosting, maintenance, support, search visibility services and staff training. The website must include, among other features, content management, search, forms and enquiry handling, event registration, and a basic secure company area for exchanging documents. A complete CRM, deep integrations not defined in the scope and a proprietary streaming platform are excluded from the base scope. The maximum budget is €200,000 excluding VAT (€242,000 including VAT): up to €150,000 for implementation and up to €50,000 for 12 months of managed services. A transition landing page must be published within 15 working days, a functional first release by month 3, and the complete website is targeted for delivery in 6 months, with an 8-month maximum. Managed services run for 12 months after formal acceptance of the complete solution. Up to 240 hours are available for enhancements, used and paid for only when authorised in advance and actually delivered. The submission deadline is 13 October 2026 at 23:59. Evaluation allocates 60 points to technical criteria, 10 to additional comparable experience and 30 to price; bidders must score at least 40 of the 60 technical points to proceed. Participation requires evidence of the specified turnover, comparable experience, qualified team, medium-level national security certification and insurance cover of at least €300,000.
