Concession to operate the café at Fuensalida Senior Citizens’ Home

Summary

The concession is for operating a café in the public premises of the Senior Citizens’ Home in Fuensalida. The areas made available are the bar-dining room, storeroom, ground-floor hall/corridor and toilets. The courtyard may be used as a café terrace provided this does not interfere with municipal activities. The café must be open at least from 9:00 to 18:00 and serve the general public, not only pensioners. The concession runs for two years and may be extended by a further two years. The concessionaire pays the municipality at least €165 per month (€1,980 per year); bidders may offer a higher fee. Payments are made quarterly within the first five days of each calendar quarter. For evaluation, every €10 above the minimum monthly fee earns 0.5 points, up to 5 points; unemployed status earns 1 point, and each documented year of hospitality-sector experience earns 1 point, up to 4 points. Up to 8 points are available for a 3–10-page operating and activity plan covering, among other things, opening hours, cleaning and maintenance, any proposed menu, activities for older people, and prices for coffee and tea, beer, soft drinks and wine for pensioners. Failure to submit the required plan results in exclusion. The bidder must submit a responsible declaration and a financial offer, and should account for obtaining activity and health licences, holding a food-handler certificate, registering with Social Security as self-employed where applicable, and maintaining public-liability insurance of at least €300,000. Evidence of financial and technical capacity is not required. The successful bidder must provide the required supporting documents, pay the final concession fee and lodge the €1,813.35 guarantee. Bids must be submitted electronically within eight working days of publication of the contract notice.
