Support services for LogiRAIL recruitment processes for permanent positions

Summary

LogiRAIL is procuring comprehensive support for recruitment and selection processes to fill permanent positions under a contract with an initial one-year term. The contract is divided into two lots: Lot 1 covers operational, administrative and technical staff and middle managers covered by the collective agreement; Lot 2 covers management-structure posts, specialist positions, managers and other roles outside that agreement. The work includes support for attracting candidates and managing applications, checking eligibility and documents, assessing CVs and experience, organising tests and interviews, answering candidate enquiries, handling corrections and complaints, and preparing results and reports. LogiRAIL retains responsibility for the final selection decisions. The supplier must provide a recruitment-process management platform, available to LogiRAIL no later than 15 calendar days after contract signature. Platform availability must be at least 99.5% during key stages of the processes. The contract is expected to run from 9 November 2026 to 8 November 2027, with two possible 12-month extensions. Estimated positions are 577 in Lot 1 in the first year and 203 and 220 in the respective extension years; the corresponding estimates for Lot 2 are 9, 8 and 8. These are estimates, not guaranteed orders. Maximum contract values excluding VAT are EUR 264,036 for Lot 1 and EUR 51,480 for Lot 2. Technical quality carries 51 points and price 49 points; the minimum technical threshold is 25.5 out of 51. Bidders must demonstrate financial and technical capacity, provide the required team and security and administrative documents, and prepare a substantive technical proposal for each lot bid for. Offers must be submitted electronically by 12:00 on 30 October 2026 and remain valid for six months. The successful bidder must be ready to start within three working days of notification of award.
