Organization and facilitation of Durango’s Municipal Education Council

Summary

The contract covers the organization, management, and facilitation of Durango’s Municipal Education Council. The contractor will provide technical and methodological support to the Council Secretariat, plan and facilitate meetings of the plenary and standing committee, prepare minutes, coordinate working groups, and follow up on agreed actions. The plenary will meet twice per academic year; the Formal Education working group will meet approximately monthly, while the steering group will meet as needed to coordinate the process. The work also includes developing the Council’s roadmap and communications plan, strengthening ways to involve residents, and preparing a final report with participant feedback. The service will be delivered mainly in Basque. The contractor must provide at least one facilitator-coordinator and one facilitator, each with a relevant university degree, at least one year of evidenced experience in similar work, Basque proficiency at C1 level or equivalent, and a certificate confirming no criminal record for sexual offences. The contract runs from signature until 30 September 2028 and may be extended for two academic years, 2028–2029 and 2029–2030. Bids must meet the technical and language requirements in the tender documents; personnel and travel costs connected with the service are included in the contract price.
