Foral plan for mental health and suicide prevention and a suicide prevention protocol for professionals in social services

Summary

The tender concerns technical services for the design, development, and delivery of a Foral Plan for Mental Health and Suicide Prevention and a Suicide Prevention Protocol, adapted to the scope of Foral social services (IFBS). The bidder must prepare and deliver two documents: a plan for mental health and suicide prevention and a suicide prevention protocol, tailored to the field of work. The plan should be based on up-to-date scientific evidence, integrate the Euskadi Suicide Prevention Strategy, and consider the conclusions of the 2026 Mental Health and Suicide Prevention Day. It must include measures for different population groups (youth, older people, vulnerable groups), incorporate a gender perspective and establish monitoring and evaluation indicators. Additionally, mental health should be addressed transversally across all services, resources and programs, drawing on the experience and knowledge of professionals and associations in the Álava region. Special attention should be given to caregivers, women victims of gender-based violence, migrants, people in severe social exclusion, people with intellectual disabilities, older people with or without dependency, minors and youths. The final deliverables are two technical documents, a plan and a protocol, bilingual (Castellano – Euskera), using non-sexist language and imagery.
