Installation and replacement of smart remote-reading water meters and management of their deployment in the GALASA service area

Summary

The tender covers the physical installation and replacement of approximately 4,500 smart water meters with remote-reading technology in the area managed by GALASA. The work includes removing existing meters, installing new meters, carrying out minor adaptations, performing hydraulic and leak-tightness checks, recording photographs, readings, serial numbers and location data, managing work orders, and storing and returning removed meters. The supply of the meters, the remote-reading platform, connectivity, communications and technological integration are excluded from the contract. The estimated contract value is EUR 143,729.00 excluding VAT, and the total tender budget including VAT is EUR 173,912.09. The maximum performance period is 20 weeks, and tenders may offer a reduction of up to four weeks. Price is one of the automatic award criteria, but tenders are assessed on a total of 100 points: up to 40 points for the technical tender and up to 60 points for automatic criteria. The technical tender must score at least 21 points to proceed to the next evaluation stage. Bidders must allow for a minimum 12-month warranty, which may be extended up to a total of 24 months. The successful bidder must provide a final performance guarantee equal to 5% of the maximum contract value excluding VAT.
