Deployment of medium- and/or high-altitude unmanned aircraft operations and development of data management applications under the AGAMENON project

Summary

The tender covers an integrated service for operating persistent medium- and/or high-altitude unmanned aircraft platforms with onboard sensors, carrying out flight campaigns, processing and managing the collected data, and developing related data-processing applications for the AGAMENON project. The service will use facilities in Fuerteventura, including the Canarias Stratoport for HAPS and UAS and the ISSEC data centre. The estimated contract duration is 10 months, with completion required by 30 September 2027. Operational authorisations must be obtained by 30 June 2027 for the service to continue. The estimated value is EUR 1,055,000 excluding IGIC, or EUR 1,128,850 including 7% IGIC. There are no lots and variants are not permitted. Companies should be prepared to demonstrate turnover, comparable experience, qualified personnel, operational authorisations, platform and payload capability, and compliance with data protection, environmental and aviation requirements. Awarding uses price and additional backup aircraft as automatic criteria, together with technical quality, responsible-person experience, operational authorisations, and technological maturity criteria.
