Video services for communication and promotion of Culture Area activities

Summary

The tender covers the creation, filming, editing, post-production, adaptation and delivery of promotional and informational videos for the Culture Area of the Provincial Government of A Coruña. The videos will support cultural policies, programmes, grants and Galician cultural content through institutional digital channels and social media. The required outputs include: 15 two-minute Cultural Network videos, one two-minute summary video and approximately 40-second vertical adaptations; 10 one-minute vertical videos about cultural grants; 20 one-minute vertical Teatro Colón videos, including 15 artist videos and 5 activity videos; 10 five-minute and 10 90-second adapted videos about cultural rights; and 24 five-minute and 24 90-second adapted videos about Galician cultural content. All content must be produced in Galician, subtitled in Galician and linguistically corrected before final delivery. The work must meet professional image and sound standards, support digital and social-media formats, use at least Full HD recording, and follow the contracting authority’s visual and narrative guidelines. The authority may request reasonable technical, narrative or aesthetic adjustments without increasing the contract price, and final acceptance requires its express approval. The estimated value is EUR 153,658.88. The tender budget is EUR 76,829.44 excluding VAT and EUR 92,963.62 including 21% VAT. The contract lasts one year from the day after signature and may be extended for one additional year. The notice indicates 29 September 2026 as the submission deadline. Offers must be submitted electronically, with no lots and no variants. Evaluation is based on previous audiovisual work and methodology, followed by automatic criteria. The first phase awards up to 50 points and requires at least 50% to proceed. The second phase awards up to 45 points for price and up to 5 points for recording resolution. The successful contractor must also comply with data protection, confidentiality, branding, labour and environmental obligations.
