Security, surveillance and ancillary services for the Parliament of the Balearic Islands
Summary
The tender covers unarmed security and surveillance services for the Parliament of the Balearic Islands, maintenance and repair of intrusion alarm, CCTV and access-control systems, and the supply and maintenance of a parcel scanner. Services will be provided at two Parliament buildings in Palma. The contract runs for two years from 13 January 2027, with an option for a further two-year extension. The estimated value is EUR 1,502,536 excluding VAT and the two-year tender budget is EUR 751,268 excluding VAT. The service includes 13,660 annual guard hours plus a 400-hour annual contingency allowance, including 24-hour coverage at the Ramon Llull building, weekday access-control posts, plenary sessions and special events. Corrective maintenance must generally be completed within 48 hours of notification, while preventive inspections are required at least every six months and the first inspection must take place within the first 30 days. The award is based on price (45%), improvements (20%) and methodology assessed by qualitative judgment (35%). Improvements may include an additional parcel scanner, a metal detector arch, communication devices, a patrol-control system, CCTV cameras and handheld metal detectors. Offers must be submitted electronically and must include the required European Single Procurement Document, declarations, financial offer, improvement offer and technical dossier.
