Summary

The tender concerns external legal representation and judicial defence for EGARSAT in social security matters, including related civil and administrative litigation outside Catalonia. The services cover seven regional lots: Galicia, Asturias and Castile and Leon; Madrid, Extremadura and Castile-La Mancha; Andalusia; the Canary Islands; the Basque Country, Navarre and La Rioja; Valencia and Murcia; and Cantabria. The initial term is 12 months, with two optional extensions of up to 12 months each. The total tender budget excluding VAT is EUR 126,000, with annual lot limits of EUR 31,000, EUR 15,000, EUR 26,000, EUR 18,000, EUR 12,000, EUR 12,000 and EUR 12,000 respectively. The estimated total contract value, including planned extensions and modifications, is EUR 403,200 excluding VAT. Offers must be submitted electronically by 1 October 2026 at 13:00. The contractor must provide legal representation, procedural defence, reports and case management in social security litigation, as well as related civil and administrative proceedings. The award is based on price, automatically scored technical commitments and a qualitative technical proposal. The price score is worth up to 45 points, automatic technical criteria up to 30 points and the qualitative technical proposal up to 25 points. A minimum of 15 points is required for the qualitative technical proposal. A bidder may tender for all lots but will generally be awarded no more than two lots.
