Development, design, production and implementation of the comprehensive location-based virtual reality experience project for the 150th anniversary of the Economic Agreement

Summary

The tender concerns the creation of a comprehensive location-based virtual reality experience project about the Economic Agreement to mark its 150th anniversary. The scope includes a 10–12-minute audiovisual experience, historical, legal and financial scripting, 3D modelling, animation, sound, software, and the development, production, installation and maintenance of permanent and itinerant multi-user virtual-reality experiences. The permanent experience must be installed in an area of approximately 80–100 square metres, while the itinerant experience must visit 12 municipalities in Bizkaia from March to December 2028, normally for five days per municipality. The experience must be available in Basque, Spanish and British English, support free movement without controllers, and meet accessibility, safety and data-protection requirements. The contract runs from 1 January 2027 or the date of signature until 31 December 2029, and all services and supplies must be fully operational by 27 February 2028. The tender price may not exceed EUR 1,155,000 excluding VAT. The submission deadline is 13 October 2026.
